No VC in 38 private universities

Abu Bakar Yeamin: Many of the universities among 95 approved private universities are running academic activities without Vice-Chancellor (VC), Deputy VC and treasurer.

Of the institutions, 38 universities have no VC, 69 have no Deputy VC and 46 have no treasurer.

According to legal procedures, administrative activities are supposed to be stopped if the posts remain vacant for more than three months. But the universities are running their administrative and academic activities keeping vacant the posts for years.

University Grant Commission (UGC) has recently published names of the universities which have no VC, Deputy VC and treasurer.

Alongside, the commission also published names of some varsities-- of which a university is facing law suit over Board of Trustees, another cannot start its academic activities on time and five cannot yet run their activities after being approved.

Though UGC frequently asked the universities to appoint officials in the vacant posts, the authorities do not pay heed to the directives.

As a result, the UGC has taken decision to send a list of these rule violators varsities to the Education Ministry, recommending for cancellation the admission and certificate of the institutions, according to UGC sources.

A recent press release issued by UGC revealed that the universities have still not sent the list of VC names, their certificate will be considered as illegal. Alongside, the fresh admission activities to the institution will be cancelled.

According to the press release, "The main certificates of private university students must have to be signed by the VC and exam controller. The president, as per legal procedures, will appoint VC, deputy VC and treasurer for four-year term in all private universities.   So, appointing someone as acting in the posts is contrary to the law. The certificate signed by the VC who is not appointed by the president is not acceptable."

When asked, UGC Chairman Professor Abdul Mannan said no certificate can be considered as legal without signature of legal VC.

It is obviously illegal if any certificate is signed by someone who is not appointed by the president, he added.

He, however, said the certificate carrying signature of exam controller will be considered as temporary one. Students must have to take signatures on their temporary certificates from VCs appointed by the president.
