Approval at only 4 levels needed to construct buildings

Secretariat Correspondent: Housing and Public Works Minister SM Rezaul Karim said approval is now required from only four organizations instead of 16 to pass plan for constructing buildings in the areas under Rajdhani Unnayan Kartripakkha (Rajuk), Chattogram Development Authority (CDA) and Khulna Development Authority (KDA).

The minister made the disclosure while talking to reporters after a meeting at the secretariat on Wednesday.

Earlier it needed 150 days to get approval for a building plan, now it has been reduced to 53 days and it will also reduce the cost, Rezaul said.

As per the latest decision, approval of building plan needs-1 Clearance for land use. 2. non-objection certificate(NOC) from Civil Aviation Authority(it won’t be applicable for those areas where there is no movement of aircraft and a gazette will be required in this regard). 3. NOC from law enforcement agencies for constructing buildings near Key Point Installations (KPI) including Bangabhaban and PMO. 4. NOC from the Fire Service (only for construction of buildings more than 10 stories).

Automation process has been introduced in design approval which will also reduce time, said the minister.

Now anyone will be able to apply for plan approval through online. If all the requirements are fulfilled, then the online application will be accepted, he said.

The minister said that the manual process will be stopped after May 1. Then, all the procedures will be completed via online which will reduce unnecessary hassles and presence of middle man.

Besides, the government will continue its drives against those who will construct buildings violating rules and regulations.
