Formulation of textbook manuscript lacks good governance

Staff Correspondent: There is a lack of good governance at almost all levels in the formulation of textbooks including writing manuscript, publication and distribution, according to a study conducted by Transparency International Bangladesh (TIB).

The government in power changes some of the textbook contents according to their wish and inscribes its ideology in the textbooks, the study said.

TIB researcher Morsheda Akhter conducted the study titled ‘National Curriculum and Textbook Board (NCTB): Challenge of Good Governance and a Way out in Writing Manuscript and Publication Management’ at the press conference at its headquarters in the capital on Monday.

TIB found irregularities and corruption in the formulation of textbooks including writing manuscript, publication and distribution.

The anti-graft watchdog in the study said the irregularities and corruption mostly took place in the ten levels of formulating textbook manuscript – formation of committee, workshop, forming of writers panel, selection of contents and use of words, recruiting content expert, coordination between writer and editor, editing, recruiting proofreader, use of try-out method and manuscript preservation.

TIB Executive Director Dr Iftekharuzzaman said, "We observe that some of the textbook contents change with the change of the government and the ideology of the government in power is inscribed in the textbooks."

"We want the NCTB free of government influence. For this, formation of National Curriculum Commission is a must," he added.
